National - On June 12th, 2024, Mr. Thienprasit Chaiyapatranun, president of the Thai Hotels Association (THA), addressed the impact of the insolvency of FTI GROUP, a major German tourism operator, on Thailand’s hotel industry. FTI Touristik GmbH, the third-largest tour operator in Europe and parent company of FTI GROUP, filed for insolvency with the Munich District Court on June 3rd. In the wake of this development, the THA conducted a survey to assess the financial impact on hundreds of Thai hotels, which amounted to a cumulative loss of 111 million baht. Hotels in Bangkok faced losses of 12.72 million baht, the northern region 632,244 baht, the eastern region 4.04 million baht, the western region 888,151 baht, and the southern region 92.88 million baht. Thienprasit noted that the insolvency has led to a loss of confidence among hotel operators in dealing with international travel agencies, which had previously received advance credit. From now on, travel agencies might face difficulties as hotels may now impose stricter credit limits or refuse credit altogether. This initiative aims to disrupt criminal networks and safeguard the financial system. In late 2022, a decree was enacted to prevent and suppress technological crimes, with a key focus on mule accounts. These accounts are often used to launder money, making it difficult for law enforcement to trace illicit transactions. Previous strategies had limited success, prompting the BoT to adopt a more robust approach. Deputy Governor Ronnadol Numnonda explained that efforts will now focus on an individual-level plan rather than just scrutinising accounts. Banks will collaborate using data from the Anti-Money Laundering Office, the Central Fraud Registry, and the grey mule database. This collective information allows banks to flag and monitor high-risk accounts swiftly. Banks issued a circular to implement these enhanced measures, ensuring that suspicious activities are flagged and managed efficiently. If an individual’s name appears in connection with financial crimes, their accounts will be frozen, and they will be prevented from opening new ones. To further foil fraudulent activities, the BoT instructed banks to tighten procedures for opening accounts, particularly for high-risk individuals. This may include additional documentation, restricted mobile banking services, or outright account denial. Banks will tailor actions based on the assessed risk level. Additionally, the BoT is pushing for the introduction of more secure banking products and services to protect customer transactions. New features will include transaction locks, reduced transaction limits for facial recognition payments, and approval requirements for money transfers. From March 1, 2022, to May 31, 2023, the Royal Thai Police reported over 63 billion baht in financial fraud, with investment scams making up 36% and money transfer fraud 28%. The Chinese suspects allegedly attempted to end the legal proceedings with 1 million baht. A Chinese man, whose identity was not disclosed, attacked a 20 year old Thai waiter, Jakkrit, at the restaurant in Prachin Buri province after he intervened when the foreigner tried to sexually assault a female party entertainer in the restaurant’s bathroom. Another Chinese man came to his friend’s aid and physically assaulted the waiter, forcing him to flee to the safety of a forest behind the restaurant. Jakkrit suffered a wrist injury, resulting in a torn tendon. Jakkrit’s father told Kom Chad Luek news agency that his son had dreamt of becoming a soldier but the injury to his wrist compelled him to abandon his dream. The female party entertainer who was the victim of the attempted sexual assault left Prachin Buri for her home province. Her friends urged her to file a complaint against the Chinese suspect but she did not dare to do so because she was afraid the two Chinese men wielded a lot of power in the area. The two Chinese attackers later turned themselves in at Kabin Buri Police Station on June 12. They were questioned on the second floor of the police station and refused to give an interview to the Thai press. Channel 8 reported that the two Chinese suspects attempted to pay 1 million baht in compensation to the victim and urged her to drop the legal proceedings but the victim’s father insisted on pursuing the case to the utmost. Con Chad Luek news agency reported that the two Chinese men face two charges including: Section 8 of the Act on Firearms, Ammunition, Explosive, Fireworks, and Imitation Firearm: carrying a knife in a public place without permission and necessary. The punishment will be imprisonment for up to five years, a fine of up to 10,000 baht, or both. Section 297 of the Criminal Law for assaulting another person resulting in serious injury. The penalty is imprisonment between six months to 10 years and a fine between 10,000 and 200,000 baht. ORIGINAL STORY: Chinese man stabs Thai waiter for stopping sexual assault (video) A Chinese man attacked a Thai waiter with a knife at a restaurant in the eastern province of Prachin Buri on Monday, June 10, for intervening in a sexual assault on a female party entertainer. An assistant chef at the restaurant where the incident took place shared a video of the physical altercation on Facebook yesterday, June 11, with the caption, “Looking for the Chinese man in the black shirt in this video. He attacked my friend with a knife. The video shows two Chinese men engaged in a heated argument with restaurant staff. The individual wearing a black shirt seizes a knife and assaults the victim, who hastily flees in an attempt to save his life. The victim, subsequently identified as Jakkrit, a waiter at the establishment, sustained a laceration to his wrist, resulting in a torn tendon. Jakkrit’s father, 38 year old Kowit, and his girlfriend visited Kabin Buri Police Station yesterday to file a complaint against the Chinese attacker in the black shirt. According to the victim’s father, the incident took place at about 11pm on that night. Jakkrit saw a female entertainer being sexually assaulted by the Chinese man in a black shirt in the restaurant bathroom. The woman frantically waved her hands, signalling for assistance from other staff members. Jakkrit and another waiter promptly rushed to aid her, prompting the Chinese man to retreat to his seat. However, the altercation escalated when the man retrieved a knife from his car. He viciously attacked Jakkrit, while his companion in the white shirt also assaulted the victim physically. In fear for his safety, Jakkrit reportedly sought refuge in a forest behind the restaurant until the two assailants departed in separate vehicles. Kowit vowed to pursue justice for his son, who fell victim to an unprovoked attack. Despite managing to escape without retaliating, his son was relentlessly pursued by the Chinese assailants, who made attempts on his life. Jakkrit narrowly avoided a potentially fatal stabbing by fleeing the scene just in time. The Scotsman, 61 year old Ian Heddle, originally from Dunfermline, was initially arrested after over 270,000 indecent photos and videos of children were allegedly discovered in his possession. However, a deeper investigation unveiled an even more heinous crime – the reportedly sexual assault of an eight year old child in Thailand. The High Court in Glasgow heard that Heddle, currently residing in Thailand, was apprehended at Edinburgh Airport in February last year for possessing indecent images. Prosecutor Tracey Brown detailed how Heddle had been linked to uploading child abuse material from a property in Scotland where he stayed during visits from the Far East. “He was interviewed and spoke freely, admitting to the possession of indecent images of children. He stated that there would be thousands of images and videos on his hard drive, categorised into folders.” The court was informed that the total haul amounted to 272,936 photos and 4,001 clips. Initially bailed and ordered to remain in Scotland, Heddle’s depravity was further exposed when three videos of him allegedly abusing a child in Chon Buri, Thailand, were found. Identified by his distinctive wedding ring and the hair on his fingers, the footage showed the assault on the sleeping child in 2019. Heddle reportedly confessed during an interview, verifying himself as the perpetrator. Additional checks of his phone uncovered further contact offences involving another young female. Despite being on bail, Judge John McCormick has remanded Heddle in custody, emphasising the change in his legal status. Detective Inspector Adrian Ure of Police Scotland’s national child abuse investigations unit issued a comment. “We understand how distressing this has been for the girl and her family. We hope that the knowledge of his guilty plea will at least provide some comfort to them. The Wat Chan Rescue Foundation was alerted to the brutal attack yesterday, June 12, and rushed to transport the victim from her home to a nearby hospital. Rescuers told Channel 3 that the victim’s condition was severe, with about 90% of her body affected and her skin peeling off. A witness revealed to the media that the 36 year old victim, Pornthip, had deformed legs and sat on a hammock before the incident took place. The witness saw Pornthip engaged in a heated argument with her 40 year old husband, Phan, but did not pay much attention to it. Suddenly, the witness heard Pornthip scream and saw her body engulfed in flames. The witness and her cousin rushed to help and carried Pornthip to a nearby canal to extinguish the fire. The witness tried to contact the National Institute for Emergency Medicine via the hotline number 1669, but the communication was unsuccessful. A family member then rode a motorcycle to the Wat Chan Rescue Foundation to seek help. Pornthip’s younger brother-in-law told the media that Phan poured fuel on Pornthip and set her on fire due to jealousy. He added that Phan was unemployed and addicted to drugs, so he may have committed the crime under the influence of narcotics. According to the brother-in-law, Phan and Pornthip argued over jealousy multiple times before, as Phan suspected his wife of having an affair. Pornthip previously filed a complaint against Phan at Ban Pong Police Station in the central province of Ratchaburi for repeatedly harassing her. KhaoSod reported that Phan, accompanied by his mother, surrendered to the police at 10pm last night. During the questioning at Mueang Nakhon Pathom Police Station, Phan admitted to taking three tablets of methamphetamine, also known as Yaba, before attacking his wife. Phan claimed he could no longer tolerate Pornthip’s alleged deceitful conduct. He accused her of engaging in conversations with numerous men on social media and scheduling rendezvous with them during his absences from work. Police, alerted by investigator Apivat Sinpru from Thammasala Police Station, swiftly dispatched five fire trucks to tackle the blaze. The fire, located on the outbound side of the three-lane motorway, necessitated the closure of five lanes, including both the motorway and parallel lanes. The truck, registered 70-7950 Surat Thani, became engulfed in flames, believed to have started due to a locked brake causing friction and a subsequent tyre explosion. The resulting fire quickly consumed the trailer, carrying rubber scrap. Firefighters managed to control the blaze within 20 minutes, preventing it from reaching the nearby gas station. However, the trailer was completely destroyed. Nearby, another truck, registered 70-7949 Surat Thani and loaded with rubber scrap, remained parked at a safe distance. Somchai, the 36-year-old truck driver, recounted his experience, stating he had picked up the rubber scrap from Sikhiu District, Nakhon Ratchasima Province, and was headed to a factory in Surat Thani Province. “When I reached the location, I felt the truck was struggling, as if the brakes were stuck. Shortly after, I heard a loud explosion from the left rear tyre, followed by flames that spread rapidly. I immediately detached the truck and drove it away from the trailer. Moments later, the entire trailer was on fire,” Somchai explained. Preliminary assessments by the police suggest the locked rear brake led to the fire. Further inspections will evaluate potential damage to the nearby elevated parallel bridge, as the fire burned close to it for over 15 minutes, possibly affecting its rubber surface and structural integrity. As the woman attempted to contact the ride-hailing service to report the issue, the rider became enraged, jumping off his motorcycle and assaulting her without restraint. He then fled the scene on his motorcycle, leaving her lying on the ground. Further investigation into the incident revealed that the perpetrator was the same rider who had threatened a journalist from Channel One four months ago. This earlier incident occurred on February 8, when the rider demanded the journalist cancel a ride request. When the journalist refused, stating that the rider should cancel the request himself since he had declined the ride, the rider threatened to assault the journalist if he did not comply. The rider did turn up as threatened but fled upon seeing a group of journalists present, reported KhaoSod. Police are currently searching for the rider, whose identity has been confirmed through the motorcycle and clothing seen in the CCTV footage. The police urge anyone with information on the rider’s whereabouts to come forward. In related news, a German woman filed a complaint against a Thai motorcycle taxi rider in Phuket, accusing him of sexual assault.
