  1. Pattaya —A 16-year-old boy was killed while his 12-year-old brother was injured when their motorbike crashed into a trailer truck in Pattaya on Tuesday afternoon, April 2nd, 2024. The two brothers were travelling to Pattaya to visit their mom, according to the surviving boy. The accident occurred at around 1:00 PM near the entrance of Soi Nong Ket Yai 7 in the Nongprue sub-district, Banglamung district, Chonburi province. Pattaya police and Sawang Boriboon rescue workers rushed to the scene following a report of the tragic accident. There, authorities found the victim, identified only by his first name as “Po,” lying deceased under the trailer truck. The 16-year-old boy had suffered grievous injuries from being crushed by the truck.   3. Patong –An Indian motorbike rider was arrested in Patong for drunk driving on Tuesday early in the morning (April 2nd). The Patong Police told the Phuket Express that they had set up a police checkpoint on the Taweewong Road. At 1:14 A.M., the suspect identified only as Rahil, 34, Indian national, was stopped at the checkpoint. He was given an alcohol breath test that showed .80 milligrams percent of alcohol which was over the limit of .50. He was taken to Patong Police Station to face charges of drunk driving. This was the second drunk foreign driver arrested in Patong this month. At least nine foreign drivers were arrested in Patong last month as seen below. Patong Police have been especially focused on foreign drivers and tourists breaking Thai laws after a series of high profile cases of tourists and ex-pats behaving badly in Phuket and Thailand brought negative attention from local residents.   5. Pattaya —A massive brawl, involving more than 20 people, broke out in Pattaya on Monday night, April 1st, 2024, after a dog bit one of the men involved. The incident happened at a daily rental room in Soi Kor Phai 14 in the Nongprue sub-district, Banglamung district, Chonburi province. Pattaya police were called to the scene at 9:36 PM and found more than 20 people fighting. They managed to separate the two groups and calm the situation down. According to Pattaya police, one person, a 25-year-old Burmese national named Mr. Myo Zawoo Ci, who was in charge of taking care of the rental rooms, was injured. He was hit in the head with a hard object and suffered a cut and had profuse bleeding. He was taken to a local hospital by rescue workers.   7. Pattaya —A 27-year-old Filipino tourist was assaulted and robbed of her mobile phone on the outskirts of the Chak Nok Reservoir near Pattaya on Tuesday morning, April 2nd, 2024. The horrible incident took place at 8:36 AM in the Huai Yai sub-district, Banglamung district, Chonburi province. Huay Yai police were notified that a Filipino tourist was robbed of her phone and was allegedly almost raped by a man near the Chak Nok Reservoir. Relevant law enforcement officers rushed to the scene to aid her. On their arrival, police found the victim, a 27-year-old Filipino woman who could not be identified due to concerns about her privacy at the time of reporting, suffering a wound on her right hand and bruises around her body. Her face was covered in blood. She was with a Good Samaritan, Mr. Uthit Krooking, 47. According to Mr. Uthit, the victim told him she was walking along Sukhumvit Road in the early morning when a man riding a black motorcycle approached her. The man, described as being approximately 165 centimeters tall with dark skin and wearing a black shirt and shorts, offered to take the victim back to her accommodation. Regarding the current government policy to use cannabis for medical, economic, and research purposes, Anutin stated that he agreed as it was from the previous government in which he was the former Minister of Public Health. When the policy was explained to the Thai Parliament, it was as if it had already been explained to all Thai people, remarked Anutin. However, some members of the Thai government aimed to change the policy to list marijuana back to an illicit substance type which would criminalize marijuana once again, bringing jail time for even small amounts of the plant, and in which it could be used for medical aspects only. Arrest warrant issued for Pol Gen Surachate on money laundering charges The Ratchadapisek Criminal Court issued a warrant this afternoon for the arrest of Pol Gen Surachate Hakparn, the deputy national police chief, on the grounds that there is sufficient evidence that he was involved in money laundering in connection with an online gambling platform and attempted to dodge summonses issued by police investigators. The Thung Song Hong enquiry officers in charge of the money laundering case had issued three successive summonses for Surachate to report to acknowledge the charges against him on April 1st, but they were all ignored in what is believed to have been a delaying tactic, forcing the officers to seek a warrant from the court. The court considered the request at about 4pm today and decided to issue the arrest warrant. It was reported that Surachate had cancelled all his appointments, turned off his cell phone and booked a flight to a southern province this evening, after he learned of the issuance of the arrest warrant. Two suspects embarked on a barbaric act of severing the arm of a Thai man after the victim warned the attackers against smoking cigarettes outside his liquor store in the Sriracha district of Chon Buri last night. The Sriracha Police Station received reports of the knife attack at the liquor store at around 8am yesterday, April 1. They met a 39 year old Thai woman, Daraporn, who informed them that the victim was her boyfriend, 39 year old Panitarn. He was rushed to Queen Savang Vadhana Memorial Hospital before police arrived. Daraporn recounted the stabbing incident saying she and her boyfriend were sitting in front of the store when two attackers arrived at the scene on a motorcycle. One of them suddenly cut off Panitarn’s left arm. Daraporn said she and her boyfriend fled the scene, hastily grasping Panitarn’s arm as they made their escape. She explained that the two assailants persisted in pursuing them, compelling them to seek assistance from locals along their route. Eventually, a resident from the area intervened, causing the attackers to retreat. Despite the police’s efforts to track down the suspects’ escape route, they were unable to apprehend them in time. Daraporn speculated that the attack was prompted by Panitarn’s earlier admonition to the assailants regarding smoking outside the shop, suggesting that this may have incited them to seek vengeance. Daraporn recounted that the two attackers had stopped outside their shop to observe the aftermath of a motorcycle accident that had taken place nearby. While stationed there, they were smoking, prompting Panitarn to approach them and request that they refrain from smoking. Channel 7 reported that the two attackers left their motorcycle, a grey Honda Sonic, without a registration plate at the stabbing scene and fled on foot. Police are now checking security cameras near the scene to identify them and bring them to justice.   20. The British backpacker murderers have made fresh appeals against their sentence claiming they are innocent of beating an English couple to death in Thailand ten years ago. Two Burmese bar workers were accused of murdering British couple David Miller and Hannah Witheridge on Koh Tao Island in 2014. The bar workers, Zaw Lin and Win Zaw Tun, who have consistently maintained their innocence, stated they have spent a decade behind bars for a crime they did not commit. The alleged murderers, now both 29, penned letters to the Thai authorities appealing against their sentence, claiming they were framed for the two murders on the notorious backpackers’ destination Koh Tao, also known as “Death Island.” Zaw Lin wrote to his legal team pleading with them to make a fresh appeal. “I have been in prison [for] almost 10 years for nothing, it’s unbelievable. Could you please retrial again my case? I’ve never seen the people who died on the beach at Koh Tao.” The accused killers criticised Thai detectives for conducting a “botched” investigation. The Daily Mirror disclosed that they have received visits from a delegation of solicitors in prison, which includes a British justice campaigner. Picture of Zaw Lin and Wai Phyo at the public reenactment of the crime Zaw Lin has written several letters from Thailand’s notorious Bang Kwang jail, also known as the Bangkok Hilton, demanding he be freed because he claims he is innocent. “I will be 29 this month. It’s so sad to know that I am wasting my young life away for nothing. I think I will get out of prison in a few more years… as I have already been in prison a long time. They should set me free now. I am sad to think I wasted my young life in prison for nothing.” David, originally from St Helier, Jersey, and Hannah, hailing from Great Yarmouth, Norfolk, both travelled independently to Thailand where they crossed paths during their journeys. David embarked on his trip after completing his undergraduate degree in civil and structural engineering at the University of Leeds. Scheduled to start a master’s degree, he was backpacking with a friend following a six-week work placement in Australia. During a police investigation, the two perpetrators were compelled to reenact the crime. Clad in crash helmets, police vests, and handcuffs, they demonstrated how they brutally attacked Hannah and David with a garden hoe. Hannah, holding a first-class degree from the University of East Anglia, was pursuing a master’s degree in speech and language therapy in Essex. David and Hannah were last sighted at the AC Bar with friends before departing together after 1 am on September 15, 2014. Their lifeless bodies were discovered on Sairee Beach, close to their hotel, around 4.30 am by a beach cleaner. Hannah had suffered blunt force trauma to the head, while David had sustained head injuries and drowned. Death Island The murders brought attention to Koh Tao, a tourist hotspot dubbed “Death Island” due to a series of fatal incidents. Zaw Lin and Zaw Tun were apprehended and confessed initially, but later recanted their statements, alleging torture. Prosecutors presented DNA evidence from cigarette butts connecting them to David’s murder and the rape and murder of Hannah. However, their trial in Koh Samui revealed that DNA from two distinct individuals was found on the garden hoe believed to be the murder weapon. Advocates argue they were framed by Thai authorities keen on maintaining the country’s tourist-friendly reputation. Zaw Lin asserted that the forensic evidence connecting him to the garden hoe was flawed. “The DNA they found out is probably from cigarettes and not from the dead bodies [sic]. They didn’t actually have any other concrete evidence to convict and give me [the] death sentence. “Amnesty is for all who stay with good behaviour in prison. I think just [a] few people were released with the amnesties over the years… and go home. The rest never saw the amnesties which were delivered between 2020 and 2023. I hope the next amnesties won’t be like that as the Government has changed.” The Burmese migrants were informed that they would face execution by lethal injection in 2015. However, their death sentences were commuted in 2020 due to a royal pardon, and they were instead sentenced to life imprisonment. At that time, David’s family expressed gratitude to the Thai authorities for sparing their lives but stated their wish for the pair to spend “a very long time in jail where they cannot harm other families.” Release dates In January of this year, the legal team representing the killers reached out to Thai authorities seeking “clarity” regarding efforts to reduce their sentences. However, they were informed that the release dates would remain unchanged. Campaigners argue that the pair should be acquitted due to contamination of the crime scene and flaws in the forensic methodology. A Thai man shared the video of a black sedan, a Toyota Camry Hybrid, on Kamala Beach on Facebook yesterday, April 1. “Foreign tourists cause trouble every day! A foreign tourist, of unidentified nationality, driving a sedan on Kamala Beach this morning. He even drove it into the seawater. Vendors and lifeguards had to intervene. If it is a rental car, the car owner will have to pay a lot for repairs.” The video showed a foreign motorist driving along the beach, where the sea water washed over the sand. Passengers in the car were seen opening the windows to soak in the atmosphere. In the back seat, one passenger appeared to be talking with a lifeguard in a yellow shirt, although their dialogue remained inaudible in the footage. Superintendent Somsak Thongkiang of Kamala Police Station informed ThaiRath that officers had viewed the video and intended to examine security camera footage from the area to identify the occupants of the car. However, Somsak noted that the police had yet to confirm whether the vehicle belonged to the foreigners or car rental businesses. Foreigner criticised Many Thai netizens flooded the comment section and news reports about this incident. “How to make the most of the rental car…” “This is the result of weak and unclear laws.” “Let’s check on Hua Hin Beach, Kao Takiab Beach, Sun Son Beach, and Khao Tao Beach. Cars were driven on the beach just like a main road.” “This country is where money is everything.” “Let it be stuck in the sand for a month.” “Thai police really respect foreigners.” Driving or parking a car on beaches is prohibited in Thailand, both for the safety of motorists and the environmental resources. The authorities had not yet clarified the penalty for the violation of this rule, but a Thai man faced five years in prison and a fine of up to 500,000 baht for driving on a beach in the southern province of Trang. A similar incident on Kamala Beach was reported in March when a Chinese national drove a green Jeep on the beach and ended up getting the car stuck in the sand.
