That is a moot point, might be like most things in Thailand the laws just never get enforced. Take this as you will. I don't condone it but I do not think that it is moot. We all pay tax here, that doesn't make us citizens. If you are a foreigner, which you are, why would you expect to be treated as a Thai?.

I guessed that; he probably means that he lives/works here on a visa but he did specifically state that he's a Thai citizen, hence my comment.

They're not, so hypotheticals it don't matter. It's probably illegal in western countries, anyway, it's not here.

It doesn't but it does specifically refer to foreigners which wouldn't be necessary if those fees applied to Thais also. The Op also also provided the link where it shows Thai’s adults are charged 15 Baht. Ok, I missed that but it doesn't make any difference to the OP's circumstance.

What makes you think that he's "a citizen of Thailand" when he's complaining about fees for foreigners? If he's a Thai citizen hell be paying Thai prices.
