I went to Vientiane about this time last year with my Burmese wife, married in Thailand and they denied her the Non O visa and said to go back to Chiang Mai Immigration, while CM Immigration clearly stipulated that the Non O must be acquired outside the country. They only consented to give a tourist visa. Snake biting its tail. Finally, a shady agent fixed the situation by arranging a retirement Non O for her, for 30k. I am hearing that Savannakhet might be friendlier than Vientiane.

What I find terrible and somehow incomprehensible is that when you go to a newer mall toilets, they don't have the bum gun, just paper. WTF? It seems like the architects or management of the mall strive to have a contemporary western look and amenities. They bypass centuries of customs, really healthy, to look modern. Don't try to get the Non O for your wife in Vientiane Laos. They denied the Non O visa and gave my wife a tourist visa only. I hear Savannaket might be more amenable to issue but I think it is better to call in advance and enquire if they will issue the Non O visa for dependant wife. Good luck.

To follow up on this enigma, I called AIS fiber service to enquire whether it could be that they throttle in some instances or moments of the day. They sent technicians to my home and they found a bent cable which they said was causing the problem. They denied that AIS would throttle and said the cable was the only reason for buffering. In reality, after 2 evenings of watching TV, it still buffers at times but less than before. Progress but not full recovery is how I would characterize the situation.
