"Cringe away" <shrug> ... are you a credentialed psychotherapist or something? Do you have some incredible ability to diagnose someone from a sketchy news article? Congratulations.
You had to skip over the fact that I said "maybe he can get some help now" (from professionals presumably) and the fact that PTSD treatments (if that what he suffers from) usually include pharmaceuticals. The doctor was not taking his prescribed medications, or so the article suggests. -

I'm still trying to decide whether I want to start on a retirement visa or some other visa (education, for example).
There is a lot of discussion because rules vary between different Immigration offices and from year to year they may ask for additional paperwork - everybody wants to show up at Immigration with all their paperwork in order. There are definitely many threads on the forums that discuss the nuances of providing proof that you meet the financial requirements, an officially registered address, etc. - the basic requirement is 800k in a Thai bank account when you first apply.
I don't know what a PS2 is.
I not sure the particular requirements or the period of validity for an ED visa, but it definitely requires a sponsor/guarantor, from the educational institution/business you're attending. I always viewed it as an alternative for people that want to stay longer than they can on tourist type entries and are unwed or too young to qualify for marriage or retirement. I suspect this is not really for you as you qualify in other ways if you really want to stay here.As I mentioned in my previous post, you don't have to start on retirement or as you suggest an ED visa, you can get up to 9 months out of a multi entry tourist visa - no problem switching later.

As you're 60 years of age, the requirement to permanently reside here on an annual extension of stay have not changed in 2 decades - meet the financial requirements and provide other documents as required by your local Immigration office. While rules that revolve around the supporting paper work have changed the basic requirements have not.
If you are planning to stay on some sort of "touristy" status and not taking advantage of the annual extension of stay based on retirement, then things like border runs, visa exempt, and tourist visas come into play. You cannot just move here and stay as long as you wish doing it this way without jumping thru the "hoops" you allude to.
Perhaps you've vacationed here in the past and think you'd like to live here, or for some other reason think you would just like to give it a go - assuming you have the financial resources just go the annual extension of stay route based on retirement.
There is also no reason you can't do the tourist visa route, give Thailand a try, then switch to a retirement extension of stay if you decide to reside here on a more permanent basis. This can be easily done without any complications in terms of refused entry for 6-9 months on a multi entry tourist visa.

It's an impossible task to deal with all the doomers on a topic like this. It's just like all the people that claim that the visa rules keep changing.
I don't think this was particularly aimed at expats/retirees, there are certainly much much bigger fish to fry. Thai expats and particularly Thai company's structured around remitting likely billions of baht into the country tax free.
Remains to be seen how it actually enforced and what the rules are - still waiting for someone to tell me to get an TIN, have not needed one for 20 years. I'm not a Thai citizen, a Thai company nor do I hold a work permit. Most all retirees have some sort of protection of pension income with DTAs too. Time will tell.
As a retired person with no intention of leaving I'll deal with the fallout if/when it arrives.- 2

You didn't give any personal details, like how long you've been an expat, just planning or already retired, etc. I've lived in foreign countries for over 4 decades, my observation is most expats go home eventually for one reason or another, just saying.
I would suggest to keep your options open, at least until you're well settled as an expat.
Looks like plenty of posters in this thread did that too, at least until some number of years, or until the nuisance/cost of maintaining a property back home became an unnecessary burden and it slowly dawned on them they will never go back.- 2

Metta Pracharak Hospital in Nakorn Pathom province is well known by Thais, usually referred to by the name of the Wat nearby, Wat Rai Khing. It's just west of Bangkok.
They also have a branch in Bangkok (Metta International Eye Center) across Soi Sukhumvit 42 from Gateway mall at the Ekkamai BTS station.
I had cataract surgery on both eyes done at the Ekkamai location this year, 40k Baht each. Very satisfied with the result.

From reports I've seen, you can move half, then move the other half later, once you've satisified the 800k 3 month period after receiving an extension.
I suspect you'll need overlapping statements from both banks to show you complied with the minimum 800/400k requirement, as in no gap maintaining the balance while you're in the process of switching bank or account. -

I don't want to imply that the OP has any "checkered history" only they know
There are only a few ways refused entry could happen (with the limited info avail)
1) something popped up on the immigration computer (rightly or wrongly)
2) they met the wrong IO on the wrong day (possible)
3) they were traveling/acting in some perceived suspicious pattern/manner (singled out)
I been singled out on arrival several times over the decades (worked for an airline, traveled internationally thousands of times), twice in Thailand, several times elsewhere ... been drug tested, had the sniffer dogs appear, strip searched, luggage searched and extensively questioned, it happens - my best guess is simply extensive travel.
Certainly be interesting to see how this works out for the OP, my guess is singled out as that is my experience, best of luck
