Different place, but I don't think it makes a difference, they all access the same MOPH system No, but I assume tho Mor Prom app just displays the MOPH website, which I'm accessing directly through the QR code, so same data.

I got my 3rd dose and got the paper certificate with the QR code (same QR code as on the certificate after my 2nd dose) right after. But the MOPH website to which the QR sends me didn't show the 3rd dose. The people at the hospital were also a bit confused, they said it usually shows up instantly. After my 30 minute observation time it still didn't show up, but I decided to head home and check it later. I checked it occasionally, and after round about 5 hours the MOPH website finally showed my 3rd dose, so just give it some time if you experience the same.

If they attend the hospital which is responsible for the area where they are registered, their ID card is all they need. Maybe your friend attended a hospital other than where he/she is registered.

Every Thai who doesn't have anything better does come under the 30 baht scheme, so their treatment is paid through this scheme.

Contact your local government hospital, they should know where and when. Maybe you can even get it there. If they are of no help you should contact the Phuket MOPH, they are managing the vaccine distribution and should know where it's available.
