  1. Maybe the government organization responsible for flood water management already has maps for your area ? Satellite lidar or gps would get you close, but they have to be referenced to a known point with a known elevation. The location could flood from local rainfall, floodwater runoff from upstream , or sea tides or all of the above. Been there, done that. So, knowing the elevation relative to the peak tides with any future proofing may not be enough.
