Would somebody explain this in English please?

Twisting the wires together is what they guys from the electricity authority did when they ran a new cable to my house. Now I am confident it will last dozens of years of more. And yes they installed aluminum and charged us for copper.

Your license expires on the expiry date. If you go in for a renewal within a month (from memory) of the expiration date your new license will be good for five years after your next birthday. Strange, but that's the way it works.
