  5. August 11, tragedy struck in Lampang Province when an 81-year-old man riding an electric tricycle was killed instantly after being hit by a sedan. The accident occurred at approximately 10:00, along the Lampang-Ngao Road in front of the Military Student Training Centre in Phichai Subdistrict, Mueang District. The local emergency response centre and the Lampang Provincial Police were notified of the accident, which involved a collision between a sedan and an electric tricycle. Police Lieutenant Athit Songpornweerawat from Mueang Lampang Police Station, along with rescue teams from Lampang Rescue Association and Ton Thongchai Rescue Association, were dispatched to the scene. Upon arrival, authorities found a black Honda City sedan, with a Bangkok license plate, severely damaged at the front and with a cracked windshield. In front of the sedan was a blue electric tricycle that had been hit from behind. The sole victim, identified as Retired Lieutenant Thuan, 81, a former military officer and resident of Raisilathong Village, Phichai Subdistrict, was found slumped over in the tricycle's seat, having died instantly from the impact. Rescue workers used hydraulic cutters to retrieve the victim's body from the wrecked tricycle. The body was then sent to Lampang Hospital’s forensic department for an autopsy.. Police inspected the scene, finding skid marks about 10 metres long, along with the victim’s cane and dentures scattered nearby. The 27-year-old driver of the sedan stated that he was leaving a nearby hotel and heading to Surasak Montri Military Camp in Lampang. Less than a kilometre from his starting point, the electric tricycle suddenly swerved across lanes directly in front of his car. Unable to stop in time, he collided with the tricycle, resulting in the fatal accident.   6. Clearly you have little knowledge of emergency response. LPG is transported as a liquid, so hence it is under pressure, so when a leak of LPG occurs it expands about 270 times its volume as a liquid. If you spill gasoline it will just runs over the ground, does not expand. Yes both are flammable, with the flammable range of LPG being between 1.5% and 9.6% and gasoline is between 1.4% to 7.6%. Gasoline is lighter than air, so the vapour will rise and disperse. LOG is heavier than air, so sinks and travel great distances before it will disperse in air. It will also flow into any low level opening, such as drains, conduits, basements, etc, so posing a possible additional fire and explosion risks. The BLEVE (Boiling Liquid Expanding Vapour Explosion) risk for LPG is far greater, as LPG has a boiling point of -42°C, where as gasoline is 35 °C. The ERG (emergency response guidebook) recommended evacuation distance for a tanker fire, LPG is 1600m where for gasoline it is half that at 800m. A few facts, that shows the risk of LPG is greater than gasoline.

Police arrived and swiftly initiated an investigation, reviewing CCTV footage to track down the suspect based on the provided description and identified Mr. Natthaphan, as the suspect. The police successfully located the man on Soi Korpai in South Pattaya, and upon searching him, discovered two firearms in his possession, a .38 caliber revolver and a 9mm blank gun, which the suspect confessed to owning, but then claimed they had been entrusted to him by someone else. He claimed his anger toward the Kuwaiti tourists was driven by the recent incident regarding an altercation between a large group of Kuwaiti tourists and Thai men, last week, and he had no intention of causing anyone harm, but just wanted to scare them. August 11, a large herd of more than 40 wild elephants has been spotted walking on roads and entering villages in the Nong Srie Subdistrict and Dan Chumphon Subdistrict of Bo Rai District, Trat, causing widespread concern among local residents. The incident was first reported by local villagers and military personnel to park rangers from Khlong Kaew Waterfall National Park, who, due to limited manpower, had to rely on volunteers to monitor the situation. The elephants were seen around the Khlong Son Reservoir area and near Soi Saeng Thara in Dan Chumphon Subdistrict. The herd has been roaming the roads for the past two days, prompting fear among residents who are now hesitant to leave their homes. Some of the elephants are reported to be in musth, a condition that makes them highly aggressive, while others have young calves, increasing the risk of danger.   13. A man who had been evading arrest for more than a decade on drug-related charges was captured by the police in Chiang Rai. The arrest was carried out by the Marine Police Division, led by Pol. Col. Pornsak Laorujiralai, Deputy Commander of the Central Investigation Bureau and Acting Commander of the Marine Police Division, along with officers from the 12th Marine Police Division. The suspect, identified only as "Mr. Chai" , was apprehended in a hut located in a remote rice field in Mae Khao Tom Subdistrict. He was wanted on charges under the Narcotics Control Act and had been sentenced by the Supreme Court to 33 years and 4 months in prison. Despite the lengthy sentence, he had managed to avoid capture for more than 10 years. The arrest was made possible after the Chiang Rai Provincial Court informed the police that the suspect, who had been on the run, was still within the statute of limitations and was living in the area. Upon investigation, authorities discovered that Mr. Chai had been hiding in the rural area of Mae Khao Tom, where he was raising livestock, including buffaloes, ducks, and chickens. Police officers carefully planned the operation and moved in to arrest Mr. Chai while he was feeding his animals. He was informed of his charges and was taken into custody to face the consequences of his conviction.   15. On the 10 August, a woman went missing after walking into the Nan River near the Ton Pho Pier in front of Saturnian school, Mueang District, Nan Province. Local residents who were fishing in the area reported seeing the woman, before her disappearing. Rescue responders found a pair of shoes left on the riverbank, with footprints leading through the mud to the river's edge. A motorcycle was also discovered parked at the school's garage, which is believed to belong to the missing woman. A search of the river by boats and along the river banks, was started by local rescue foundations and continued all day. At 18:00, Pol. Lt. Charukit Thananchai of Nan City Police Station reported that a local fisherman had discovered a body in the Nan River, nearly 3 Kilometres from the initial site. The body was wearing the same clothing as the woman who had gone missing earlier that morning. The woman's husband, child and other relatives were present at the scene and confirmed that the body was indeed that of their missing loved one. On the evening of August 10 the fire and disaster prevention center at Nong Prue Municipal Fire Station received a report from local residents about a fire engulfing an electric motorcycle on Nong Mai Kaen-Thung Klom Road, near Nernplubwan, Nong Prue. The fire station dispatched a fire truck and firefighters to the scene. On arrival they found the electric motorcycle engulfed in flames, and it took approximately 15 minutes to bring the fire under control. Unfortunately, the motorcycle was completely destroyed, leaving only a charred metal frame. The owner of the motorcycle explained that he had been using the electric motorcycle for over a year, recently, he had taken the bike to be modified for aesthetic purposes, and had also asked a mechanic to upgrade the battery system to increase its wattage, allowing for longer usage and greater travel distances. As he was driving home, white smoke began to pour from the battery.   19. A former international chef has been arrested for an armed robbery at a gold shop in Udon Thani. The suspect, who had fallen on hard times, was apprehended with one of the stolen gold necklaces in his possession. On August 9, at 19:30, a man wearing dark glasses and a mask, armed with a gun, robbed the Aurora gold shop in the Lotus department store at UD Town Shopping Center in Udon Thani. He managed to steal two gold necklaces, each weighing 2 baht and valued at 160,000 baht, just five minutes before the shop's closing time. After the robbery, the suspect discarded his shirt and fake gun in the Wang Matcha Nong Bua public park pond, located only 500 meters from the crime scene. He then took a Grab bike to Nakhon Chai Air bus terminal on Thahan Road in Udon Thani, where he bought new shoes from a 20-baht shop, changed into them, and discarded his black sneakers in a nearby alley. At 13:50 on August 10, Pol. Col. Pattanawong Chanphon, Superintendent of Udon Thani Police Station, reported that CCTV footage from the 20-baht shop, where the suspect was not wearing a mask, was used to identify him. The AI facial recognition system confirmed the suspect's identity as Mr. Praphan, 45, from Sukhothai Province. He was tracked to Khon Kaen Province, where regional police collaborated to arrest him. Mr. Praphan was captured at a condominium in Khon Kaen City with one of the stolen gold necklaces. He had previously worked as a chef in the Czech Republic but lost his job during the COVID-19 pandemic. The police are continuing their investigation to recover the second stolen necklace. Picture from responders 10 August at 22:38, a gas leak accident involving a tanker truck occurred on the inbound side of Mittraphap Road, between kilometers 288-289, in Nai Mueang Subdistrict, Ban Phai District, Khon Kaen Province. The incident happened while the LPG gas tanker was transferring gas into a roadworkers’ tank at the side of the road. A hose connection detached, causing the gas to escape rapidly. The truck driver, along with the roadwork staff, noticed the large amount of gas escaping and fled the scene in panic, without shutting off the valve and so not preventing the gas from leaking. The tanker was quickly engulfed in a highly flammable vapour cloud, which prevented anyone gaining access to the vehicle’s emergency shut off valve. Due to the fire and possible explosion risk, the road was shut in both directions, while responders used water spray hose lines, to initially control the spread of the vapour cloud and then to gain access to the shut valve and stopping the leaking LPG. When the vapour cloud had been successfully disbursed, a check of the tanker found the leak had almost emptied the entire contents.   23. Excellent, sounds like you have a plan, on how to protect yourself.
  24. Remember for a BLEVE to occur in an LPG cylinder it will take direct flame and heating of the cylinder walls. Yes in an intense fire a BLEVE can occur within minutes, but there are many variables, that prevents anyone providing an exact timing, such as how much LPG in the cylinder, condition of cylinder, and what type of material is burning. This fire incident was not a BLEVE as the LPG cylinder had not ruptured. Also if you are concerned about a BLEVE, remember where you place the cylinder, you need to protect yourself form the fire ball produced , the explosive/heat blast and the projectile hazard of the rupturing cylinder. BLEVE is not going to be the biggest risk with an LPG cylinder, it is a leak which forms an explosive/flammable gas/air mixture and finding an ignition source and either exploding or flashing back to the leak, causing a fire along that path. Also remember that LPG is heavier than air, so will sink and form at low levels. Good ventilation of the area where the LPG cylinder is stored will prevent any leak getting into the explosive range, and normal good home fire safety measures, including detectors, will help prevent and make you aware of a situation before a BLEVE can occur.
