In the history of the United States, several presidents have declared martial law, either nationally or in specific regions. Here are the key instances: 1. George Washington (1794) – Whiskey Rebellion Declared martial law in western Pennsylvania to suppress the Whiskey Rebellion, a tax protest. Sent federal troops to enforce order. 2. Abraham Lincoln (1861-1865) – Civil War Declared martial law and suspended habeas corpus in some areas. Used military tribunals for civilians in rebellion states. Justified it as necessary to preserve the Union. 3. Ulysses S. Grant (1871) – Ku Klux Klan Act Declared martial law in parts of South Carolina to combat the KKK’s violence. Used federal troops to restore order. 4. Franklin D. Roosevelt (1941-1945) – World War II Did not declare martial law nationwide but allowed it in Hawaii after the Pearl Harbor attack. Military rule lasted until 1944. 5. Harry S. Truman (1950) – Korean War (Steel Seizure Case) Attempted to take control of steel mills during the war but was ruled unconstitutional in Youngstown Sheet & Tube Co. v. Sawyer (1952). Did not fully implement martial law, but it was a significant constitutional crisis. 6. Dwight D. Eisenhower (1957) – Little Rock Crisis Sent federal troops to enforce desegregation in Little Rock, Arkansas. Did not formally declare martial law but used military force to maintain order. 7. John F. Kennedy (1962) – Ole Miss Integration Crisis Sent federal forces to ensure James Meredith could enroll at the University of Mississippi. Again, not a full martial law declaration but a significant use of military force domestically. 8. Lyndon B. Johnson (1968) – Civil Rights & Riots Sent troops to control riots following Martin Luther King Jr.’s assassination. No formal martial law declaration but heavy federal military presence in cities.
