And that sender(tax specialist) also stressed that the article is purely tax chief's private speech. Not a official statement by the tax department of Thailand.

If your income outside Thailand is already taxed, seemingly no needs to worry about. Many of the first world countries have tax agreement(not to tax on one same income more than once). The only and major concern is, Thailand might try to tax already-taxed money again by mistake/on purpose.
