Agree. Basically, even though he has a child here, he has been entering VE as a tourist. Until, the government allows tourists to enter Thailand (and provided he's not arriving from a restricted country), he will always be denied entry.

Sadly, I don't believe passenger tickets are preferential creditors. According to the other paper, a THAI spokesman said there will be refunds in about 6 months. But, of course, it all comes down to the Administrator.
