Unless an hermaphrodite, one is clearly of male or female gender at birth- boys have a penis and girls have a vagina. How is that "outlawing their gender"? When they grow up and become an adult, they can become anything they think they are, including a cat, but children should not be persuaded by adults to think they are not what their genitalia say they are.

Anyone can put on a dress and claim to be female, but it does not make anyone an actual real girl. Perhaps they should ask the Blue Fairy to make them a real girl, as that is their only hope.
