Similar scam attempted on a neighbour. The phoney cop's introduction was that he was working on the neighbour's apparent involvement in drug smuggling and money-laundering. It got as far as obtaining details of the neighbour's multiple bank accounts + a lot of personal data.
However, in full panic mode, the neighbour came to see my missus who explained the scam in words of one syllable and helped the neighbour to freeze her bank accounts and notify the local cops.

Just received two time-sensitive air mail letters (unregistered) from the UK that were posted 4-5 weeks ago.
Has the UK Post Office been on strike recently (I've lost track of which public sector workers are/aren't on strike)?
Has anyone else encountered similar delays?

If the child was born and registered in the UK, or born in Thailand and birth registered at the British embassy, OP could obtain a copy UK birth certificate online from the GRO: https://www.gov.uk/order-copy-birth-death-marriage-certificate
If OP has the father's DPOB, he could also obtain a copy birth certificate from the same source if required.
