The schools have to take a lot of the blame for this !! I believe most schools have a occupational and heath office That job included Safety, There should be a tender process for bus hire the school has the commitment to do its due diligence and check all documentation in regard to busses, it should have included bus certification driver certification safety records maintenance records ect and prior to boarding the school should have done a Risk management assessment -

Well that is all in good all i am saying is road safety should be taught at schools if they want a go commit suicide all well and good and keep the Buddhist faith but i would lay odds that it would save lives -

Well i Think your Assumption is Totally wrong by the number of deaths on the roads or are you saying Thais don't have common sense. oh must have miss that so the rest of the suspects will attended court just these 2 missing. is there a reason they can not be tried in "absentia" same as RB they could try in "absentia" they have done this before. -

Its how they have been taught, Liability In many ways, Thailand is the opposite to the United States. In the United States all men are born equal, but this is an absurd notion in Thailand where no one is equal and everyone knows their position in the social hierarchy. Litigation has gone to extreme levels in the United States and has spawned a whole industry of lazy people whose only goal in life is to try to blame others for various misfortunes so that they can try to sue people for vast amounts of money. It is this reason, and this reason only, why cups containing hot beverages have notices stating that the contents is hot, and why bags of peanuts must state that the product contains nuts. This is one extreme, but Thailand is at the other extreme. Shortly after arriving in Thailand I read about a young girl who was attacked by a Rottweiler dog. The owner of the dog gave her family Bt500. Thais might think a little bit more about the consequences of their actions if they were hit with huge law suits or prison sentences, but that doesn't happen either. I don't necessarily agree with overly-litigious societies like the United States, but the threat of a huge law suit at least makes people think about the possible consequences of their actions.

This is a Work place accident and requires specialized Investigation as to the cause, I don't think the local police have the experience to investigate, There should be occupational health and safety inspectors doing the investigation and if the finding are criminal then handed over to the police for prosecution. Thais have No concept of safety, More and More accidents like this will follow until Safety is mandated by Law , Where was the company's Safety Rep ??, was there a risk assessment done, until basic safety is enforced this will continue.
