Its how they have been taught, Liability In many ways, Thailand is the opposite to the United States. In the United States all men are born equal, but this is an absurd notion in Thailand where no one is equal and everyone knows their position in the social hierarchy. Litigation has gone to extreme levels in the United States and has spawned a whole industry of lazy people whose only goal in life is to try to blame others for various misfortunes so that they can try to sue people for vast amounts of money. It is this reason, and this reason only, why cups containing hot beverages have notices stating that the contents is hot, and why bags of peanuts must state that the product contains nuts. This is one extreme, but Thailand is at the other extreme. Shortly after arriving in Thailand I read about a young girl who was attacked by a Rottweiler dog. The owner of the dog gave her family Bt500. Thais might think a little bit more about the consequences of their actions if they were hit with huge law suits or prison sentences, but that doesn't happen either. I don't necessarily agree with overly-litigious societies like the United States, but the threat of a huge law suit at least makes people think about the possible consequences of their actions.

This is a Work place accident and requires specialized Investigation as to the cause, I don't think the local police have the experience to investigate, There should be occupational health and safety inspectors doing the investigation and if the finding are criminal then handed over to the police for prosecution. Thais have No concept of safety, More and More accidents like this will follow until Safety is mandated by Law , Where was the company's Safety Rep ??, was there a risk assessment done, until basic safety is enforced this will continue.

Normally they would have a chamber on new buses Thailand's is gradual introduction over the past 15 years of regulations for bus safety laid out by the UNECE, the UN Economic Commission for Europe, a body responsible for establishing international standards in many areas. But application of these rules have been slow and piecemeal. “The problem is most of the manufacturers in Thailand cannot reach that standard,So the implementation has been delayed, to allow them to catch up. “Also, the regulations only apply to new buses. But most of the buses operating in Thailand are old." the fire system you reference is Halon 1301 but is an old system Halon 1301 is a colorless, odorless gas used to put out fires. Halon sales began in the 1960s, and this product was a popular firefighting agent for many years. However, in the 1990s, the sale of Halon 1301 was banned due to its ozone-depleting properties. Even though the manufacturing of Halon is prohibited in the United States, its use is still allowed. there are better system today and fitted to buses and yes you have to certified to install gas System in Thailand you have to remember this was an old bus it had no safety system or mediocre safety, in the western world buses go through a Risk assessment before it leave the depot each day -
