Just in case OP do not stick with whey.
For my personal consumption I take milk protein concentrate (20% whey protein, 80% casein).
It is pretty good ratio between slow and fast proteins. I buy it directly from Fronterra ( New Zealand Milk Products) in 20 kg bags.
It consist of 80 grams protein in 100 grams powder. No sweeteners, no color enhancers etc. Good for cooking. High protein oatmeal pancakes my favorite one.

Can`r recommend anything in Chiang Rai but Atta and any other flour available in Bangkok at a shop at first floor at Rembrandt hotel Sukhumvit soi 20.
The price is about 180 THB per 5 kg bag for Atta flour. Maida flour a bit more expensive.

Basmati rice does absorb much more water then thai jasmine rice or regular rice.
It is mandatory for such dishes as pilaf, biryani etc. Rice dishes which are cooked in broth.

I see the swipe at the USA. However, one cannot mention these isolated items without acknowledging that when abuses occurred, they were addressed. In respect to the Guantanamo Bay facility, where would you like the detainees released? Their presumed homelands refuse to accept them, and the detainees still maintain their position of killing people. Would you be willing to host some of these people? There has never been another facility in the world that has been subject to as much scrutiny in terms of respecting detainees personal rights such as their religious activities and dietary needs. It would be great to shut the facilitty dow. Just get a country to take these people.
