  1. Topic Title says it ALL. Royal Marine Scammed. One of many, pity, he is serving his country, but the reality is that being scammed on Real Estate Deals in Pattaya is NOT unusual. The problem with "Fraud" is that an intent has to be proven, therefore it is a Civil Matter. End of story. Not just in Pattaya either.

    Ohio is absolutely correct. If an Individual in a situation such as this goes to the Thai police for assistance, the police will ignore his request because they consider it a "Civil" matter only. Experienced scammers with street smarts & knowledge of the Thai legal system & police practices design their scams (& target their victims) in such a manner as to minimize blow back upon themselves. The scammers know that with a well designed scam (having the initial appearance of a "Civil" matter only), the victims will probably forgo the expense, time & headache of legal action and simply give up, keep quiet and walk away. So if the victims have been targeted properly (not prone to illogical physical retaliation, for example), the scammer feels he has much to gain & little to lose by conducting the scam.

    However, I am personally aware of a current situation, in Pattaya, where an individual (Let's call him the "Defendant", which is how he was identified in Pattaya court) did not get away with it. He (an expat Brit), & his Thai wife, currently have warrants (from the Pattaya court) out for their arrest, for failing to appear in court to defend themselves. Because the defendants have "Run", further testimony can not be continued, so a "Guilty" verdict cannot be achieved by the plaintiffs. The male defendant (the Brit) has perhaps left Thailand to avoid arrest (the warrants are valid for 10 years). The plaintiffs in this case did not get their money back (the defendants ran). However, the judge did determine the case to be "Criminal" and issued the warrants. If any one of the plaintiffs had individually by themselves approached the police for assistance, the initial review of the evidence, and the reaction of the police would have been as "Ohio" stated. The police would have ignored each of them individually, and considered it a "Civil" matter only. So then, in reply to "Ohio's" correct observation, How did the plaintiffs in this specific case succeed in showing the judge that there was sufficient evidence to conclude that the defendants may have had "Criminal" intent?

    First of all, the plaintiffs had to each emotionally adjust themselves to the fact that their money was lost, but that it was still worth the effort to expend resources (Time, Headache, Money) to pursue legal action to teach the defendants a lesson. Notice that I said plaintiffs (Plural). The plaintiffs had to UNITE,& stay united (the defendant tried unsuccessfully to break them apart). There were 5 plaintiffs. There could have been 10 but some victims did not want to expend the resources, or were persuaded by the defendant not to join. Each of the plaintiffs had similar stories to tell the judge (ie, the judge observed multiple victims, each with similar stories).

    The defendants in this case were running multiple, apparently "Civil", operations. For example, loan / investment operations, purchase (In a Company name) of real estate with little or no money down (but the promise of "Investment" returns), gold & foreign exchange shops, and selling investment shares in 3 beer bars in Jomtien & Pattaya (All with the initials "LJ"). The plaintiffs case involved only one of these four, seemingly "Civil", areas that I have just identified.

    So then, in reply to "Ohio's" correct observation, How did the plaintiffs in this specific case succeed in showing the judge that there was sufficient evidence to conclude that the defendants may have had "Criminal" intent? It was the defendant's MO (Method of Operation-Ponzi), the continuous repetitive Lying, & the Multiple Victims that must have convinced the judge.

    So, "Ohio" is correct, ref the "Civil" aspect. However, with effort & determination, multiple plaintiffs, when joining together & staying united, can sometimes provide sufficient evidence to show "Criminal" intent. This may not result in return of money, but it may bring a form of retribution to the scammers that might not otherwise occur.

    Folium is doing us a service by enhancing our understanding of the origin of our situation here in Chiang mai. Admittedly smoke is the primary culprit. But an understanding of the meteorology & atmospheric conditions may help explain the problems timing & intensity.

    Gobsmacked I went to the large Pharmacy opposite Suan Dork Hospital where they served me 200 Baby asprin 81mg.

    That's correct, Pharmacies cannot sell asprin any more. They can only be dispensed at hospitals as a prescribed medicine by a doctor.

    I understand that long term use of aspirin can potentially cause stomach problems. Is that why it is difficult to find aspirin in Thailand, or is there another reason(s).

    Also, "Tolstoy", based upon your comment, what is the negative connection between taking aspiriin & mosquitos?

  4. Sounds like a misunderstanding to me and an overreaction maybe he did not see you around and thought you had left the country and he was just checking his property .

    Have you sat down with your landlord and spoke about it talking is normally the best solution first if you can't solve anything the you should go to the police imho.

    I myself may have a misunderstanding. Is you rent due in 15 days? Or, is your rent already 15 days late?

  5. I have never needed a medical certificate first in order to obtain from immigration the residence certificate needed to register a motorcycle or car (& I have registered 4 so far in the past). I have never tried to sell a motorcycle, but anticipate doing so.

    So, while I cannot definitively answer your question about the medical certificate, I also ask the readers for their input.

    Specifically, will I have to obtain a residence certificate in order to "SELL" a motorcycle registered in my name?

    They visit the house regularly to steal the dogs food. you can release it here if you wanted to......

  7. Yes of course they admit farangs Phil. It is Queen Sirikit's Hospital and not the Navies so to speak. It is just Naval based. The Queen's hospital has never and will never turned down anyone. i have been there many times myself and just recent as have I taken my family there for years.

    That is the best hospital going bang for the buck so to speak OP.

    I may be mistaken, so please correct me if I am wrong (without flaming). But did not the US military build that hospital to US standards during the Vietnam War, & then turn it over (of course free) to the Thais when they left. There was a short period immediately following the war that ex US military here in Thailand referred to that hospital as a place where US military received honored & special attention.

    Sorry I didn't see an "Edit" function, & so re-posted. FYI, if you didn't already know, Utapoa Airport was indeed built by US military, during the Vietnam War, with a long runway for heavily loaded B-52's. There was a very heavy US military presence in that area (& of course began the rise of what Pattaya became).

  11. I think it would help if traffic directions on Beach Rd and 2nd Rd were each reversed. It would certainly help the Dolphin Roudabout problem.

    My first reaction: Sounds like a good idea to reverse the flow. Question for the readers:

    Where / what negatives might there be arising from that? Ideas for discussion please.

  13. If its a lot more expensive than View Talay 1 or 2 better buy at VT1 or VT2 which are good and cheap...

    Better go look at VT 1&2 first to compare quality. If "Cheap" is the defining word, then VT 1&2 probably fit the bill in all aspects.

    Already lots of excellent posts above in this thread. After reading my own post I see it could be a bit confusing to the reader. VT 1&@ certainly are cheaper. But I'm not sure I made it clear that if cost is not the only, or primary, consideration, then cheaper is certainly not necessarily better.
