I have been asked for money many times at my local office even when submitting a TM 30. It is a common practice at many immigration offices.

2am may well be an official closing time however several bars in the Day/night complex are regularly open until 4am and 5am. The main after hours drinking place is a three minute walk from Day/night and is well known among the Thais and foreigners there.
