My understanding is there is no notary service recognized in Thailand for USA purposes other than the US Embassy.

No reason you cant ask for directions, where can you buy phone credit etc, introduce yourself to the next table at a coffee shop, can you ask a couple of questions about Thailand etc.
Keep in mind, your average Thai girl thats not in the entertainment industry or trying to sell you something will be very conservative, shy, has probably never spoken to westerners or had a boyfriend.
You didn't mention anything about a likely language barrier.

If it's anything like what I used in the states it really isn't a car polish but as it says it's a rain repellent. And I mean it eliminates the need for windshield wipers. Its really that good if it works the same as what I know from before.
Never tried this product in Thailand, however, therefore I asked the question.

This can be both a positive and negative thing. In my home country those "Rules and Regulations" are called "Conditions, Covenants and Restrictions" or commonly known as C C & R's
While I don't blanketly support the power of Home Owners' power given by the CC&R's if an owner is causing trouble for all other owners of a property the HOA can be very helpful in resolving the matter. The problem owner will simply be fined by the HOA and until the fine is paid, the owner absolutely cannot sell the property because the owner is fined according to the rules of the association. This is all handled by the government as a fine levied against the property and it must be satisfied before the property can be sold.

Considering the amount of rainfall in Thailand, I'm surprised i didn't look into this earlier.
I did use a no rain product in the USA and found it to work very well. Applying it was a little tricky as the bottle warned it could damage paint if mistakenly applied to it.
Has anyone tried this product which is available on Lazada?

Thanks, that definitely needs qualifying. Fact is Issan folk can be as varied as the world's general population.
