Immigration at Laksi is efficient and fast. No appointment needed. TM7 (Application for Extension of Temporary Stay in the Kingdom), STM2 (Acknowlegement of Terms and Conditions for Permit of Temporary Stay) and "Ackowledgement of Penalties for a Visa Overstay" Forms are available on location. All you need is a "recent" picture, a photocopy of your passport main page and one of the page with your entry stamp. Last time I went to Laksi, I was in and out in 25 minutes...

If the charges were trumped up and false, like has occurred with others, it would be a different story. But in her case, the authorities didn't need to trump up anything. Yingluck gave them all the ammunition they needed.
...the rice pledging scheme... I am surprised...it looks like everybody has forgotten it!

As there's no ownership such as a capital asset, there's no liability for financial purposes. Lease payments are just operating expenses. The aircraft leases are reported in the financial statement as a footnote.
However -
Does THAI qualify for leasing the aircraft (say from the manufacturer) having a history of significant operating losses? The lessor may require a lease guarantor and that would likely be the majority THAI stockholder - the Thai government. In effect THAI's lease of the aircraft in the event of lease payment default would amount to government subsidies in the form of lease payments. Ultimately, it is the Thai taxpayer that pays for government subsidies.
From the perspective of the Thai taxpayer -
THAI leasing the aircraft is not a sensible option.
The Thai government should (while the baht is "hot") sell its majority stake in THAI and rid Thai taxpayer concerns of about THEIR continued costs in the airline.
Valid point. But there is a better solution... that ends up as a lease, I agree. This stated, regardless whether the Thai Baht is "hot" or not, I do not think that the Thai government will ever agree to sell the majority stake it has in the airline...

If they were so concerned, all they had to do was to issue new cards that don't have stored value that can be used outside the BTS trips system.
This BTS registration is, like the TM30, more likely related to the government's desire to be able to track people.
Not a weak argument, a reality. If it was "goverment's desire to be able to track people" as you claim, why don't you have to register your MRT card?

They did not ask you for your passport because of "immigration and the government" but to protect you. Remember...the Rabbit Card is a mean of payment and has money "stored" on it. Associating your card with your ID allows the BTS to suspend it if you loose it or get it stolen providing you declare the loss or the theft to them... And to replace your card with the same amount stored when you report the loss or the theft...
