Long time ago these "systems" were put in place by the "powers that be". Education system, Justice system, Election system, Legal system, Military, Police - they all existed for one purpose: maintain and protect the status quo. They were allowed to corrupt themselves as long as they fulfilled their purpose, it was their reward. Then Internet and Social Media showed up and caught these institutions and their representatives with their pants down, sometimes even literally. That momentum is building and those "powers" are aware of it. I'm sure that they are brainstorming behind the scenes on how to counter this...
