very likely the sample did not include many from the tourist dependent sector. it is a difficult decision but i feel it is better to be cautious rather than rushing into too quick opening.

bona fide tourists are not likely to use this service as nobody will like to be quarantined for 14 days. those who are will possibly return most likely will have their previous contacts and use their facilities.
