So you have a nut job coming at you with a knife. The taser has failed to put him down so in the split second you have to react the leg shot with the greater risk of missing your target is your chosen option and thus he stabs you. Only one real nut job in your scenario is you. The police absolutely did the right thing and it’s not murder it’s self defence.

My understanding is that "aim for center mass" when responding with a firearm is deemed necessary is what is taught in police academies.

Police everywhere shoot to stop, not to kill or wound. If a suspect with a knife is lunging at a policeman, the cop will aim at "center mass" because that is the best chance of stopping the attack.

It's police policy in the U.S. and Thailand that police can only draw their weapons when faced with the threat of death or serious injury. Basically, unless the suspect is lunging with a knife, the police can't even pull their guns, much less shoot him.
