Thai Cabinet backs stricter medical cannabis bill

Thailand's Cabinet has approved a draft Cannabis Control Act that would place tighter controls on cultivation, sales and medical prescribing. The proposal must now go before the House of Representatives.

Public Health Minister Pattana Promphat announced the Cabinet decision at Government House on 22 September 2026, saying cannabis is to be used for medical purposes only.

The draft would introduce more clearly defined and tougher penalties than those under the legislation currently in force, he said.

Registered cultivation and medical sales

Under the proposed law, cannabis growers would have to register their cultivation sites as small, medium or large plots. The system is intended to allow authorities to trace where cannabis is grown, oversee quality, and monitor material used for extracts or cannabis flowers.

Pattana said existing cannabis shops operating under their current licences will see those licences expire progressively between 2026 and 2028. The licences are valid for three years.

Once a licence expires, a shop that is not already a medical establishment would have to convert into one in order to renew. It would need a resident doctor under the new rules, while medicine would have to be prescribed using a prescription signed by a doctor.

Tourist areas face closer checks

Pattana said an application is already linked to records showing the locations of cannabis shops and cultivation sites. More than 10,000 locations had been entered into the system when he checked the data that morning.

He said he believed the records now cover more than 95% of the sector, allowing people to check whether a cannabis shop is legally registered. A shop not included in the system should be assumed to be illegal, he said.

Authorities will deploy more teams to inspect currently operating shops, with particular attention to tourist cities and other major urban centres. This could be especially relevant in areas popular with overseas visitors, where cannabis outlets have become highly visible.

The Department of Thai Traditional and Alternative Medicine will later give detailed briefings on the controls and inspections of cannabis retailers. Pattana said he was confident there were sufficient personnel to carry out inspections.

Exactly how it should be , why does weed require a prescription, but lao khao and other 40% abv spirits do not ? It would be relatively easy to consume enough spirits to kill yourself but its impossible to do that with cannabis

None of this makes any sense

Not from stories I have read from Health Minster , Spider Man abilities climbing walls and other super powers.

Yeah, tourist numbers slashed in an instant and local unemployment,

and judging my the amount of hysterical posts on here in the run up to Buddha days and elections etc the ensuing deluge of outrage would probably cause some sort of outage

Cannabis is not an opioid.

There is no physical withdrawal symptoms like opioids has.

And don't give me that horse<deleted> about cannabis being mentally addictive, because I quit smoking two days a week.

If it was mentally addictive, I wouldn't be able to do that.

Ask any tobacco smoker if they can quit two days a week? Uh huh.

Point proven

I asked AI if it would be possible to contaminate the cannabis supply chain with opiods undetected.

AI basically said impossible I would feel unusually sleepy and feel nauseous the next day during withdrawal.

So basically impossible to do without detection.

Believe me, I would snitch on a shop that sold me that garbage in a heartbeat, no worries about that. 🫡

When i was at university "opiate black" was a thing and as rare as hen's teeth. I had it once it was black cannabis resin mixed with opium and very lovely and dreamy it was. I find cannabis , after smoking it from 16 to early 30s awful now. I've done my time with it and wasted a lot of time for no good purpose other than being stoned.

It's my understanding that opioids attach to [name of type of brain cell here] and if you're not in pain, they can cause euphoria hence why people love getting some Oxy into themselves.

I never have had that, on account I was (and still am) in constant pain.

When I came of them (Tramadol first) my only "withdrawal symptom" I had was a dry mouth and spots before my eyes for about four or five days. I had been on it for seven years.

Oxycodone was used sparingly in any case. When I came of the Tramadol, there was an uptick in oxy usage as the base chronic pain level (lowered by the Tramadol) increased, exacerbating the limit of the "breakthrough" pain.

When some dubious turd "friend of a friend" offered cash for my unused oxycodone, I realised how dangerous it could be so I burned it all in the wood fire.

Opiods can cause euphoria whether your in pain or not!

If somebody offered me money for something I had, but didn't want I would start the negotiations at 3 times what he offered and take it from there, I certainly wouldn't be burning it Its a painkiller and you suffer from pain by the sound of things what on earth were you thinking?

I am currently paying 6 baht per gram for weed at that price do you honestly think its financially viable to bulk up the weight with opiates? of course its not, AI forgot to mention constipation as a classic opiate side effect

I never had euphoria but then again I'm not everyone. I suppose if I were to take enough to override the pain and then had more than enough I'd get a buzz. Never tried it.

As for why I didn't sell them? That's illegal. And my work wouldn't have liked that. And they'd have found out.

As for why I got rid of them at all? No longer required due to having three operations removing nerves, disks, and a spinal fusion. After all that - while at that time still pumping oxy into me during rehab until that pain all (sort of) went away, I (finally) changed meds ... to codeine -enhanced pain killers for two years. I'm now on NSAIDs which stuff my liver.
The year 'round heat over here really helps so I tend to miss days or even weeks of meds during the really hot weather, as long as I keep hydrated. During April-May I pizz like a doped racehorse. In December I go south for a few days in NaKlua, and then post- New Year to Phuket both places where it's warmer than up here in The Bowels.

I found codeine , or more accurately dihydrocodeine far more effective than tramadol , However my pain, due to a bone fracture, was relatively short term as opposed to "chronic". You have my sympathy

Have you been prescribed codeine in Thailand ,?

When I first started on it it was pretty average, and I didn't seem to get much of a benefit either. So the docs upped the doses and, as I went on over the years, I required higher and higher doses. It got a bit stupid in my case, really.
While I still drank while on Tram, it was generally with the wife at home and/or at friends' homes. I didn't go to the pub as such. Alcohol didn't seem to have much of a compounding effect because they were sustained release. The oxy, though? Yeah. Spannered after three bottles.

Now that my spine is only arthritic, not busted, I'm far better taking anti-inflammatories so I can get beers in.
Which I do.

I'm seeing it rather alot. Whilst smoking in itself short term will relax, i have been around guys who have really abused it for days and days (and either when they come of it or continue on) you start seeing some effects - usually aggression, and mental behaviour.

Are people smoking alcohol now? Maybe you are around the wrong type of people?

Are you on something at the moment?

Cannabis makes people aggressive? Never ever seen that.

Codeine? No. Never even asked for it. I assume it's restricted; you can get prison as (from memory) you need actual permission from Thai authorities to bring it in and not just an accompanying doctor's certificate from The Motherland.
Codeine is wonderful when added to acetaminophen/tylenol/panedol in decent doses. Really was a "go to"med for me post op = pre=NSAIDs. Great stuff. Also good for suppressing coughs.

I use naproxen. 1000mg ER/SR. But as I said in an earlier post, I try to limit my intake and the warm weather here is brilliant. Over the counter here is usually 250 or 500mg (I haven't seen 1000mg but bought 500mg in a small pharmacy in Patak Rd in KAron a few yearsa go when I had a days-long flare up) but I have plenty here if needed.

They have already put so many into financial difficulties, who thought they had a good business opportunity and opened a Cannabis Cafe.... that was yanked from under them without compensation. Now surplus stock gets vacuum packed and sold to dim Brit tourists to try and smuggle in on their way back!

Yes they encouraged Thais to grow pot 4 years ago, too many did and lost money. The government clearly has no idea what to do, so they changed the rules every few months. How much foreign pressure is being put on Thailand by foreign governments? The DEA has people in Thailand and has for 50 plus years. England lately receiving too much.

I have.

Watch someone smoke it everyda, then watch the withdrawal symptoms when they come of it. I'd stay well clear.
