U.S. belatedly begins to comply with Russia sanctions law

WASHINGTON (Reuters) - The U.S. State Department on Thursday said it had belatedly begun informing Congress and others about groups associated with the Russian intelligence and defence sectors as required under a 2017 law tightening sanctions on Russia.

The Countering America's Adversaries Through Sanctions Act, which became law on Aug. 2, among other things imposes sanctions on Russia to punish Moscow because U.S. intelligence agencies concluded Russia carried out a hacking and propaganda campaign to meddle in the 2016 U.S. presidential election. The Kremlin has repeatedly denied the allegations.

The law calls on the president to impose sanctions on anyone he identifies as having engaged "in a significant transaction with a person that is part of, or operates for or on behalf of, the defence or intelligence sectors" of the Russian government.

The law required the Trump administration to "specify the persons that are part of, or operate for or on behalf of, the defence and intelligence sectors" of the Russian government by Oct. 1, a deadline the administration missed.

U.S. Secretary of State Rex Tillerson has now authorized the State Department to identify such people or entities, State Department spokeswoman Heather Nauert told reporters.

She said notification to Congress, as well as to industry, allies and partners, had begun and that public guidance on the matter would posted on the agency's website soon, although she suggested this would not happen on Thursday.

"We expect to post the full public guidance on state.gov shortly ... a lot of these conversations are still ongoing between Congress, industry, allies and also partners," Nauert said at a briefing.

Senate Foreign Relations Committee Chairman Bob Corker this week said he wanted administration answers about why it failed to meet the deadline for implementing the sanctions on Russia.

However, he said he spoke to Deputy Secretary of State John Sullivan by phone on Thursday and afterward said in a statement that the department's guidance "is a good first step in responsibly implementing a very complex piece of legislation."

In the meantime, Trump and Tillerson eliminated the department that is responsible for implementing the sanctions law against Russia.  A 6-man team has been replaced by a single coordinator.  This will pave the way to further delay implementation of sanctions as a payback to Russia for tipping the election to Trump.    http://foreignpolicy.com/2017/10/26/state-department-scraps-sanctions-office/

Just another example of major news outlets like Reuters pitching fake news stories to make Trump appear presidential, as the announcement of the elimination of the sanctions office was made the same day as Trump's fake news story about him finally complying with the Act.

How is this fake news?  It's not.  This is about the administration finally complying with orders to begin sanctions. It's not about staffing levels in the administration.

Who in the administration will have the courage to identify President Trump?

But it would make for a great joke that I'm sure Trump the Master of Jokes would appreciate.

Because Trump doesn't intend to comply with the law.  There won't be any qualified staffers to implement the regulations.  You must still be drinking the Trump kool-aid.  That's ok.  Manafort and Flynn were indicted today and will be arrested on Monday.  The end of Trump has begun.

It's not up to Trump.  Seems like they are moving forward with no qualified staffers. LOL.  Maybe they drank the Kool-aid and they got renewed energy. LOL

You're making an assumption the indictments will involve Manafort and Flynn.  That's not been proven yet.  Unless you have a credible link that shows otherwise.

Spineless Congress will not stand up to bone-spur bozo. Maybe soon they'll be waving this:

How do you know this b/c the indictment is sealed?

I curious who will be the 1st to be indicted?  Humnnnnn wonder if Las Vegas is in on this?  lol

OK. I'm going for "a long shot." I think Flynn Jr. will be the 1st and reason being it will entice his Father to "give up" 45's actions/involvement etc.

Trump is not going to admit anything, otherwise it's auto-impeachment.

My guesses are, in order:  1. Carter Page  2. Manafort   3. Flynn    4. Cohen

Mueller's strategy has been to interview from the bottom of the totem pole ...on up - always trying to gauge who will 'flip' and start telling the truth.  He's saving the head of the rotten fish for last:  Trump Sr

Ahhhhhh great choices and view. One other point of interest is Jared Kushner just flew off "unannounced" to Saudi Arabia.
