It's a building across from mine. It seems to be an aircon unit that has either a tube or cord that runs to at least four other units/rooms. As it is going to multiple floors, I know that the tube or cord is reaching to other tenants condos....

That's one thing that occured to me

that put a whole new meaning on "room with air-con" :o

I suspect it is not 'going' to the air conditioner but to the hole in the wall behind it where the AC plumbing comes out of. Looks like possibly Cable TV/Network or LAN cables going to a network switch inside and he is sharing network connections. Of course a wireless access point would be best, but just guessing.

Welllll, first I'd learn to use your camera and take some photos that are focussed on the item in question rather than your plants :o

Then I'd humbly suggest that someone is sharing a phone line, internet connection, cable TV etc etc using the aircon installation as a convenient ready made hole in the wall.

So what?

Hi. Wiring in Thailand is incredible. i don't even know how they are sure which end goes to where. I doubt, in your pic, it is providing aircon to other units, though.
