Two charged with murder after death at detention center

The case of a 17-year-old juvenile found strangled to death in a Surat Thani juvenile detention centre on Tuesday stemmed from a pre-existing dispute with two rivals, according to Sahakan Phetnarin, director general of the Juvenile Observation and Protection Department.

 

The two teenage rivals, whose names have been withheld due to their age, have already been charged with the juvenile’s murder, Sahakan said. 

 

The centre is now asking the courts to send the two teens, categorised as youths “with complicated issues”, to an adult prison because their alleged behaviour posed a threat to the safety of other youths, he said. 

 

Officials were also facing an inquiry to see if any negligence by the centre’s officers had resulted in this death, he said, and if so, they would be punished accordingly. 

The Department would also provide whatever help it could to the deceased juvenile’s family.

 

Muang Surat Thani police were summoned at 1.30am yesterday after the unnamed 17-year-old was found dead in his bed with several parts of his body showing signs of injury and a towel nearby, possibly used to strangle him. 

 

A doctor estimated he’d been dead for three or four hours before being found. 

 

Officials said the boy had “established influence” in an older building at the facility, so when seven juveniles who had pre-existing disputes with him arrived there on Monday morning, he’d been moved to a newer building to prevent a clash. Two out of the seven newcomers then allegedly committed the murder.

 

Sahakan said officials at the centre divided juveniles into zones “high risk”, “moderate risk” and “low risk” zones in order to prevent clashes and maintain better supervision. 

 

It would soon implement psychological therapeutic programs to attend to each youth’s issues, he said, adding that juvenile detention centres in the South were more prone to violence than other regions so extra measures would be implement to tackle youths’ conflicts with each another.

another report that will immediately go into a drawer and forgotten

Any decent prison governor or warden would resign due to incompetence on his watch as his prison is obviously riddled with corruption if this can happen. However, I'll eat my shorts if that happens here.

That's right. 

Those children are placed into"the care by the state"

How to the 2 rival members get into the new facility? How is that they were able to beat him for which was obviously a long period of time? How is it that his body was not discovered for several hours after the incident? 

They are obviously not being supervised. 

And guard collusion is certainly a possibility. 

There needs to be a thorough investigation into the staff role of the boy death.

When a child dies in state care in any other country, there is always an investigation. Even when an adult dies there is an investigation. 

They are all under the care of the state and the state is responsible for them to complete their punishment and come out alive and rehabilitated. 

The boy was 17.

Wow  thats so misinformed ive got no idea what to say.

That said, id think that murder is rare in most juvies around the world..

One might assume the dispute was related to the deceased providing info that incarcerated the other 7..

But your last sarcastic post inferred that thailand is not the only country that has deaths in detention centers. 

So I pointed out that yes, they do, and those deaths are investigated. 

Tit therefore no accountability needs to be adhered to is such a copout.

Before commentating on this thread be worth noting the above comment! Translated this means they had a lousy upbringing and a even worse education!

Poor boy ... 17 is to young to leave. Although,  who knows ... the boy could have been a real scum bag,   While one may feel sorry for him, we don't know anything about him.

So difficult to judge.
