BANGKOK, 22 March 2018 (NNT) - The government-appointed police reform committee has proposed a plan to set up a new fund to support peace-keeping efforts. 

Chairman of the subcommittee in charge of social communications, under the national reform committee on the justice system (police), Manit Suksomchit, said on Wednesday that the committee is scheduled to hold its final meeting next week before presenting all proposals to the government for consideration. 

Mr. Manit added that the last meeting of the committee discussed the proposed setting up of a provincial-level peace-keeping fund for Bangkok and all cities and the budget allocation plan to ensure each fund will be utilized in a way that meets their objectives. 

He said that the budget for the new funds should come from the government’s annual budget while local administrative organizations will be asked to provide some. In addition, donations from both the public and companies will also be initiated in return for such incentives as tax deduction. 

Mr. Manit said that this proposal needs to be raised for discussion with the Interior Ministry to amend related laws and regulations while the details of the fund concept will have to be sent to the Comptroller General's Department to draft a new law to back up the fund's set-up.

The perfect distraction. Whilst they might well be tempted to commit Hari-kari at the prospect of even deciding where to start reforming the terminally-ill RTP, i.e. their actual remit, they have the gall to propose a funding effort towards an issue that should surely be knocking on the doors of the Ministry of Defense and the Military. Just amazing . . . just Thailand being normal, no less.

This so-called police reform will be like manna from heaven for the RTP. Everybody knows what happens to civil service "funds" in Thailand.

A "peace-keeping fund" should keep the peace nicely between the high ranking officers within the upper echelon of the RTP.

It is a given that devious minds are working feverishly right now on how these "funds" can be siphoned out of the "Peace-keeping Fund" and into the "Police Officers Welfare Fund". 

It is also a given that no audit process will be put in place to ensure these funds end up "meeting their objectives", whatever that deliberately vague term means.

I have a better idea, distribute these funds to those in poverty, brought about by misappropriation of the poverty fund.

As the police already have a "police keeping fund" called a budget proposed by the Cabinet and passed by the NLA, why would it need a "peace keeping fund?"

Police do not now keep the peace?

In other words there is opportunity for donors to ask for / expect favors.

 

Absolutely the wrong way to setup and operate a police force. There should be absolute separation and the whole operating cost should be borne by public funds and with total transparency and public audit.

 

The budget allocation should be at a level which fully funds a benchmark professional police operation in terms of equipment, education, training and salaries appropriate to a professional police force, sufficient to attract well qualified people. 

 

 

Sounds like a new method for collecting large sums of tea money in a more kind and gentler way...and more deceptive as well.
