State agencies reshuffle of senior jobs approved

THE Cabinet yesterday resolved to carry out a reshuffle of civil servants heading a number of state agencies under the Ministry of Finance.

 

The changes will take place on October 1, 2018.

 

According to a resolution at yesterday’s Cabinet meeting, Kulit Sombatsiri is being promoted to Energy Ministry permanent secretary from his current post as the Custom Department's director-general.

 

The Excise Department's director-general Kritsada Jinavijarana is being promoted to replace Kulit at the Customs Department. The Treasury Department's director-general Pajara Anantasilpa will replace Kritsada at the Excise Department.

 

Amnuay Preemonwong, the deputy director-general of the Finance Ministry, is tipped to become the Treasury Department's director-general.

 

The new appointments will take effect on October 1.

 

Another change affects the Energy Ministry’s permanent secretary Thammayot Srichuai, who said this would be the third time that he has moved from executive management in the Finance Ministry to the Energy Ministry. The change would not affect the management of the Energy Ministry because the ministry has a system to accommodate a smooth transfer of officials, he said.

 

“Meanwhile, we will do everything to follow the Energy Minister’s policy,” he said.

 

He said that Kulit also has experience in the energy industry from a period working at PTT Exploration and Production Plc. 

 

The Cabinet also yesterday approved a plan by the Bangkok Mass Transit Authority to apply for a new loan of Bt15.37 billion to pay back existing loans worth Bt19.01 billion that come due in October 2018 and September 30, 2019.

 

Nattaporn Jatusripitak, minister adviser to Prime Minister’s office, said the new loan would serve the Transport Ministry’s purposes.

 

He said that the Bangkok Mass Transit Authority is revising its financial results for 2018-19 as the agency does not have income enough to pay back the Bt19.01 billion in borrowings. The agency’s accounts thus required the new Bt15.37 billion loan.

 

The transit authority estimates its financial results for fiscal 2018-19 (October 1, 2018-September 30, 2019) will show a net loss of Bt24.59 billion. The agency forecasts its total revenue will be about Bt6.68 billion and a expansion of about Bt31.27 billion is targeted.

 

On December 31, 2017, the transit authority had a total debt of Bt107.86 billion. The agency is undergoing a restructuring, Nattaporn said.
