Usually your local tessaban will enforce perimeter wall rules, unfortunately a lot will depend upon your location and the method by which the development was formed

 

In most cases,  after a certain amount of time,  the upkeep of the project is transferred to the owners via a juristic person being appointed by the residents

 

So a lot depends upon what stage the development is currently in

The project is in the construction phase with about 50% complete. The Developer intends to handover to the residents, handover is pending.

 

The Developer has constructed a 2m high block wall around 95% of the project but intends to leave a length of the perimeter protected only by a high hedge to save money.

 

The residents argue that without a wall along 100% of the boundary the project is insecure and the main entrance security ineffective. The residents also argue they have paid for a wall along 100% of the boundary.

 

Does the Developer have a legal obligation to complete the wall to 100% of the boundary?
