Non Immigrant O Visa (dependent) for spouse

I'm looking for suggestion or recommendation for how/where to get a Non Immigrant O visa (to be converted into dependent visa) for a spouse (wife in this case) of a foreign national holding a retirement visa. I have tried to apply one at the Thai Embassy in my country of origin, local immigration (Chiang Mai) and  Thai Embassy in Vientiane, but all were rejected on the basis that my husband is on retirement visa (they prefer him to be on working visa). Now I'm on my second Tourist Visa which will expire end of March.  Any suggestion/recommendation will be highly appreciated. Thank you in advance.

Immigration certainly does not do them for family members of a person that is on a extension of stay retirement. I assume that is what your husband has. 

I find it strange that Vientiane did not do it. Others have been able to get one.

Perhaps you could try at the embassy in Kuala Lumpur. They show this on their checklist.

"Visa for dependants, e.g. spouse and children, of the main applicant for non-immigrant visa (B), non-immigrant visa (ED) and non-immigrant visa (O-A)"

His extension of stay is equal to a OA visa. It is number 12 on this page of their website.

If anyone else has had success getting a Non-Immigrant O visa as a dependent of a spouse with Retirement Visa I would love to know where they applied.
