I have a cousin from Brazil that lives in Europe, and hasn't been to Brazil for over a year.

 

Brazilian nationals are normally required to present the yellow fever certificate upon entrance. But the MFA website says they don't need to if they can prove they live in a safe area (which he does).

 

Is this easy to prove just from passport stamps? Is it done at the health control booth or the passport control?

It is done at the health check desk/office if a immigration officer directs a person to there.

Unless a passport shows recent travel to a listed country it is not required.
