What documents do I need? Or a form? Only passport and some form?

 

Is there a fee?

It says 28 aug in passport stamp. Is it ok to go on 27? Or should I go exactly on 28?

No photos needed? Only TM47 and passport?

No problem to it early.

You can do the report up to 15 day before or up to 7 days after the report including that day in the country.

2 weeks before and 1 week after is OK. Go after, if you want to "buy" some extra time (if you are doing in person).
