Where to obtain a 1-Yr Non O ME Marriage Visa

Almost 2 decades ago, I was able to obtain a 1-year ME marriage visa in the US. Today it is no longer possible.

I understand that HCMC and Savannakhet are the only 2 that still provide these visas with no financial proof.

If I am not mistaken, Hanoi and Penang will issue them, but require financial proof.

Does anyone know of other consulates that issue 1-Yr Non-O ME Marriage Visas (with financial proof) to non-residents of the country the consulate is located in?

Vientiane, but you need to have an appointment. 

It is still possible to get a multiple entry non-o visa based upon marriage in the states. You have to apply for it at the embassy in DC or one of the official consulates in New York, Chicago or Los Angeles.

The consulates in Savannakhet or Ho Chi Minh City are the best locations n get one. There have been mixed reports about Hanoi asking for financial proof.

Penang and the embassy in Singapore may issue one with financial proof.
