What country must the police clearance be from to apply for Ed visa?

Looking to study Thai at an education center in Thailand that offers a 9 month ED visa and I do not want to go to Laos to apply for it.

So I am either looking to go to Kuala Lumpur or Bali or even some other countries that require a police check certificate and I wondered if I need it from my own country or if I need a Thai one?

Also is kl still hard to get an Ed visa even with all the required documents? Would Penang be a better choice?
