Ubon Ratchathani employs lockdown measures to prevent Covid-19

Ubon Ratchathani Governor Sarit Withoon announced on Tuesday (March 18) that the province will use lockdown measures to prevent the spread of the new coronavirus (Covid-19), using the governor’s authority under Section 35 of Communicable Disease Act BE2558.

 

The following measures will be enforced in all areas of the province.

 

▪︎ All Thai and foreign travellers entering the province will be screened at checkpoints such as airports, bus terminals, train stations and other venues specified by the Department of Disease Control.

 

▪︎ Village headmen and local administration offices must closely monitor the health of entrants for 14 days and encourage people to follow Ministry of Public Health recommendations for virus prevention.

 

▪︎ All borders with neighbouring countries that have no screening checkpoints will be temporarily closed until the situation improves.

 

▪︎ All public venues that have crowded activities will be closed until further notice, including sport stadiums, boxing stadiums, gambling venues, weekend/weekday markets.

 

▪︎From March 18 to 31, as per government policy, pubs, entertainment venues, massage parlours and similar businesses, movie theatres, fitness centres, game and internet café will be closed.

 

▪︎ Schools, universities and tutorial schools must close temporarily until the situation improves and provide online classes instead.

 

▪︎All activities that involve gathering of more than 50 people must be cancelled or postponed, including meetings, seminars, entertainment events, summer schools, and annual festivals.

 

▪︎ The province will organise big cleaning activities weekly from March 18 to April 30 to clean public areas throughout the province.

 

▪︎ Officials of state agencies, state enterprises, local administration offices are prohibited to travel overseas except on a case by case basis. General public are encouraged to refrain from travelling to countries with high risk of infection.

 

▪︎ All activities that involve movement of large groups of people between provinces such as military personnel, prisoners or students will be cancelled or postponed. If the movement is inevitable, the responsible agencies must employ suitable disease prevention measures.

Checkpoints !! Where are they ?

 

There are a thousand routes to enter this province; Are there a thousand controllers working 24/24 to make these checks?

After exchange of correspondence with a few Ubon expats and reading the thoughts of a local Thai, I posted this morning on a local facebook page:

 

" The read on travel restrictions seems to be that noone can leave Thailand from Ubon province/City and expect to return to Ubon province/City. Otherwise no restrictions on local travel within Ubon province or City imposed on Ubon or any other province residents/tourists. Time will tell. Maybe there will be road checks of the 'where from/where to' variety."

 

Can't guarantee that's a complete and accurate representation though of what is intended and especially of how it will shake down in practice.

 

At least one of the well-known local falang hangouts has said that they are classified as a restaurant and do not intend to close

Update: Friends who travelled to Ubon from Kantharalak yesterday morning (and back lunchtime) report there were no road checks on their journey.

Road checks this morning near the Provincial offices just outside of Ubon on the Yasothon road.

... and police checks on the road to Kantharalak (and coming inbound on the other side) a few clicks short of Samrong this evening. However not clear what the checks were for. Not for speeding (no walkie talkies) and no parked up overloaded vehicles or collections of commercial vehicles. They seemed to be waiving everyone thru' once they had casually scanned the occupants of the vehicles front and back through the driver's dropped window. As a falang I would have expected to be questioned had it been anything to do with the 'partial lockdown'. Looked like they were looking for a person or class of persons in particular.
