You state say up to 50% of vaccinated people who then go on to get Covid - do not spread it. So.......100,000 vaccinated tourists come in to Thailand. 30,000 of them could catch ,carry Covid 19. Of that 30,000 - 50% of them could spread it. I am not sure how much China may trust Thailand. They may fear those 15% (or whatever) come back to contaminate China. China has currently only inoculated 75 million doses and doesn't plan to reach herd immunity levels before the end of the year. I won't bet Thailand will get Chinese tourists soon. An efficacy rate of 90% doesn't mean 90% of those vaccinated would be protected and 10% of those vaccinated would not be protected.
