I'm planning a trip up to Ubon and might like to nip over the border for a look a Laos or Vietnam, would I need to apply for a re-entry permit in my home province beforehand, just on the off-chance I might go? Or would I be able to apply at the border in Ubon?

You have to obtain from an Immigration office but not all border crossings are co-located with the office so it is best to obtain early - you don't want to forget it.
