As for the onward/repatriation ticket, I need it to obtain the (COE). Im literally looking at the requirements now. To me, it sounds like I will have to purchase two onward tickets. One to get the (COE) and another before my flight, just in case the airline asks for one.

For COE you only need a ticket into the country to prove your date of arrival.

The onward ticket will only need to be shown to airline if asked for.

To the people on Phuket who make their living in the tourist industry which is the vast majority of people living in Phuket I'm guessing that the Phuket Sandbox doesn't sound like a joke.  The people on Phuket who feed their families with money earned in the tourism industry are exactly the people who were losing their livelihoods and are only now seeing a small light at the end of the tunnel.

You got a point there. I guess Im just envious of thoes who get to vacation and enjoy their lives right now.

Because I don't see at present any supply of a large amount of vaccines anytime this year, let alone a few months

I also heard that they have to pay for the vaccine. 100 USD a dose for Moderna.

The standard charge for the Moderna, right now, is 1,650 baht per dose, paid in advance with no guarantee about when you will actually get the jab.

It is still unclear at this stage when current impediments to private hospitals freely acquiring vaccines  will be removed. I believe it will be possible to easily get vaccines of choice by some time early next year, but the cost is unclear.

My friend got the jab last Friday. I think it was Sinopharm.
