Is the only way to restrict the sale of a piece of land, currently in litigation, through a judgement Lien or are there any other avenues that can be pursued?

You need a Court order.

 

Like in any country, people are free to sell or encumber their assets when they wish.

 

The only lawful authority that can stop this is the Court.

 

To be fair, if the land is subject to litigation this should be one of the first applications to Court that the lawyer makes.
