ubonjoe
Non immigrant visa applications (change of visa status) are done at Chaeng Wattana. Visa applications are not shown on online reporting for CW. https://outlook.office365.com/owa/calendar/ImmigrationOfficeGovernmentComplexChaengWattanaRd@imm1division.onmicrosoft.com/bookings/

It has to be done at the same office where you plan on applying for a one year extensions of stay. All non immigrant visas applications have to approved at the division level of immigration. For Chonburi if would be done by division 3 headquarters that is in Bangkok and is responsible for the central region of the country . That is why you must have at least 15 days remaining on your permit to stay in country to apply for the visa.

I had asked whether for someone living in Bangkok, the office is Chaeng Wattana or Muong Thong Thani. Each province has its own office.
