Photo courtesy of Soc Trang police Police in southern Vietnam arrested a local man after an investigation showed he had sent Vietnamese people to Russia and forced them to work illegally there. Phan Cong Quoc, 36, a resident in Soc Trang Province, is under investigation for "forcing others to illegally stay abroad" in accordance with the Penal Code. According to police, Quoc came to Russia in 2007 as a visitor and stayed back to work for a garment factory.
