Executive Decree on torture and enforced disappearance faces challenge in parliament

The executive committee of the opposition Move Forward Party has decided to vote against an Executive Decree which delays the enforcement of some provisions of the Act for the Prevention and Suppression of Enforced Disappearance, due to be debated in the House on Tuesday.

 

The party’s Secretary-General, Chaithawat Tulathong, said today (Monday) that the committee also disagrees with the idea that the House should ask the Constitutional Court to rule on the constitutionality of the Executive Decree, issued by the government to delay the enforcement of Articles 22-25 of the Act until October 1st.

 

The government has claimed that officials are not yet ready to enforce the law and that equipment, such as cameras and recorders, will have to be installed to prevent abuses during arrest and interrogation.

It would appear the only preparation needed initially is to agree to the act and ensure that the RTP and military are aware of the law. Cameras and other equipment could be installed over a predetermined period. 

Stalling for time implies agreeing to allow torture to continue.

It's all too secret and the practices continue on, as they have for some time. 

 

Regardless of such faux rescinding or debate. 

So a delay needed to establish new "black sites" to continue practice without record? This might be a good business venture with the Cambodia or Myanmar authorities.

Let’s hope that the ones who want the torture to continue are next in line for it

Interesting that there is normally not a problem issuing a law/regulation and instructing the police to enforce it as soon as it is published in the Royal Gazette.

 

Disappearing political opponents is in the local DNA. Clearly they don't want to let it go.

It really beggars belief, not only that a country whose government prides itself on leading a modern developing state, part of the community of nations, a leading light in the UN and regionally ASEAN, needs to introduce a law specifically to outlaw torture and political kidnapping, but also has a regime which seeks to make a decree limiting or delaying it's implementation!

reading the article is torture, the FFP seem to be objecting to the delay not the law,

The tradition of disappeared political activists, torture (and blazing oil drums of gasoline in remote Issan paddy fields) goes back long before Xi, nasty piece of work that he is. It sprung from a different political ideology, heavily influenced by, and it's methods if not taught by were certainly tolerated by, a different powerful "friend"!
