$50M Special Economic Zone to Bring 7,000 Jobs to Preah Sihanouk

Cambodia is set to launch a new $50 million special economic zone (SEZ) in Preah Sihanouk province, expected to create up to 7,000 jobs and further cement the region’s role as a rising economic powerhouse.

 

The “ISI Special Economic Zone,” developed by Golden Port SEZ Development Co., Ltd., will span 206 hectares in Prey Nob district. The government officially approved the project last November, and officials are now finalising its Environmental Impact Assessment (EIA), with strong emphasis on sustainability and mitigation measures.

 

“This is a strategic step in our plan to position Sihanoukville as a key industrial and logistics hub,” said Long Dimanche, Deputy Governor of Preah Sihanouk. “The province already benefits from a deep-sea port, upgraded transport infrastructure, and a location that enhances global trade access.”

 

Preah Sihanouk has been singled out in the government’s 2038 Land Management Plan as a focal point for long-term coastal development, combining industry, tourism, and trade. The province’s pristine beaches and growing infrastructure—spanning roads, rail, and air links—have made it a dual magnet for both investors and tourists.

 

Lor Vichet of the Cambodia Chinese Commerce Association echoed that confidence, noting that SEZs are now central to Cambodia’s growth strategy. “They offer streamlined services, reliable infrastructure, and a skilled labour force—all of which are key for manufacturing and logistics,” he said.

 

SEZs across the country are proving attractive. In the first half of 2025 alone, 157 investment projects were approved within SEZs, accounting for over 40% of national investment activity, according to the Council for the Development of Cambodia.

 

Officials say these zones are not only boosting job creation but also diversifying Cambodia’s economy and linking it more closely to international markets. With the ISI SEZ, Preah Sihanouk is poised to become a critical player in that future.
