World Bank Backs Cambodia’s Push to Boost Early Education

Over 1.7 million Cambodian children are set to benefit from sweeping improvements in primary education, following the World Bank’s approval of a major support package aimed at strengthening early learning nationwide.

 

Announced on 29 August, the Basic Education Improvement Project will channel $105 million into Cambodia’s education sector—$100 million via the World Bank’s International Development Association and a $5 million grant from the Early Learning Partnership. The initiative targets foundational literacy and numeracy, early childhood education, and school infrastructure.

 

“This project reflects the Royal Government of Cambodia’s strong commitment to investing in human capital,” said Hang Chuon Naron, Deputy Prime Minister and Minister of Education. “By focusing on foundational learning, we are laying the groundwork for a more resilient and prosperous future.”

 

Despite progress in expanding access to schooling, many Cambodian children still lack basic reading and maths skills. The new programme aims to close that gap through evidence-based interventions, including mentoring for over 37,000 teachers and tailored support for students who have fallen behind.

 

The project will also fund the construction of more than 900 classrooms and equip schools with gender-separated toilets and hand-washing stations to improve hygiene and reduce overcrowding. In parallel, 60 public childcare centres and 60 preschool classes will be established to support working mothers and promote school readiness.

 

Tania Meyer, World Bank Country Manager, said: “Cambodia’s long-term growth depends on the strength of its human capital. This project will help children acquire the foundational skills they need to succeed in school and in their future careers.”

 

Beyond primary education, the initiative will benefit around 2,200 infants and 50,000 preschool-aged children, marking a significant expansion of early years support. As Cambodia looks to future-proof its workforce, the World Bank’s backing signals renewed international confidence in the country’s education reforms.
