Ho Chi Minh City has directed all teachers, except those teaching English, to evaluate their English proficiency by May 12. This mandate, announced by the city's Department of Education and Training on May 11, affects all educational levels. The aim is to advance the city's ambitious plan to make English a second language in schools by 2035.

Teachers will assess their English skills using the Vietnamese six-level foreign language framework. School principals and local authorities will compile the results into an online system managed by the education department. This initiative will provide a comprehensive overview of the city's educational proficiency, marking the first systematic assessment since a citywide test in May 2025.

The previous test, performed with Cambridge Assessment English's 90-minute online exam, revealed less than 1% of participants achieved top proficiency levels. Results showed the majority at an intermediate B1 level, while elementary teachers displayed the lowest scores. The self-assessment follows a Ministry of Education and Training plan emphasizing English as a key component in Vietnam’s education system from 2025 to 2035.

As part of this strategy, English will be compulsory from grade 1 by 2030, with plans to integrate the language in all preschools nationwide by 2035. The Ministry estimates significant increases in English teaching staff will be necessary and plans to upskill existing teachers to meet these demands.

Ho Chi Minh City, now the largest education system in Vietnam, is implementing this directive on an unprecedented scale. With its recent expansion including Binh Duong and Ba Ria-Vung Tau, the city now manages over 3,500 schools and employs more than 110,000 teachers, serving nearly 2.6 million students.
