I always use Exclusive Car Rental at

They do not have a desk at Don Muang (when I last flew into BKK and and rented) and probably do not have either at the new airport. However, they will bring the car to the airport and collect it, and staff speak English. Used them 3 times and always found them good and the cars in excellent condition.
