Pattaya crash victim left in sun during police dispute

A 19-year-old man was killed after his motorcycle reportedly struck a concrete barrier near the Pong toll plaza on the Road 7 parallel route into Pattaya on 5 September.

Rescue workers said the victim's body was left at the roadside in the sun for more than two hours while police investigators from two stations disputed which one was responsible for the location in Nong Pla Lai, Bang Lamung district, Chonburi.

Sawang Boriboon Thammasathan Pattaya Rescue Foundation personnel and volunteers attended after receiving a report of a single-motorcycle crash on the Pattaya-bound side of the road.

The victim was identified from an identity card and driving licence found in his bag as Wanchai, 19, originally from Chaiyaphum province. His black-and-red motorcycle, with Chonburi registration, was found further along the road.

Police jurisdiction resolved after delay

Rescuers contacted Nong Prue Police Station and Bang Lamung Police Station to establish which force had jurisdiction over the crash scene.

According to the rescue foundation, investigators at the two stations passed responsibility between each other for more than two hours. During that time, Wanchai's body remained exposed to the sun and blood at the scene dried and turned black.

It was eventually determined that the location fell under the responsibility of Bang Lamung Police Station.

Initial findings indicated that Wanchai had been riding at high speed before losing control and hitting a concrete barrier separating the expressway from the parallel road. The rider and motorcycle were thrown in different directions by the impact.

Rescue workers later transferred the body to Pattaya Pathomkhun Hospital, where it will be held until relatives provide the documents needed to collect it for religious rites.
