If you go by taxi to Friendship bridge then taxi to Thai Consulate you'll be outside the consulate probably about 9:30am - probably before.

It's a 40minute to 1hr drive to bridge from Udon - give yourself a good 30minutes or so to get over it. Then it's a 20-30minute drive from the Bridge to the Consulate - if you take a tuk tuk add a bit more time.

So if all went smoothly - 2hrs. Meaning you need to leave Vientiane to Udon to be an hour early for the flight around 4pm probably 3.30pm to avoid any rush hour delays (at the bridge).

So I'd say in one day it'd be very feasible. However I'd just stay night as 1000baht will put you up in a decent hotel so just relax!
